The position of the Kyiv Institute of Rehabilitation regarding the organization and planning of providing rehabilitation services to military personnel during wartime.

– The main criterion for assessing the quality of rehabilitation should be either the return of a serviceman to military duties, or socialization with mandatory employment. In this case, rehabilitation institutions will be interested in providing high-quality rehabilitation care during the optimal period (not shortened), even taking into account such serious diagnoses as polytrauma.
– Review the requirements for personnel who should be involved in providing rehabilitation assistance to servicemen, taking into account the medical, psychological and physical components.
– Accurate definition of concepts of medical, psychological and physical components of rehabilitation of military personnel and veterans.
– Outline the mandatory path of continuity of medical care – SURGERY – REHABILITATION – RECOVERY
– The rehabilitation care payment regulator should have the same position as the Ministry of Health regarding the equipment of rehabilitation clinics. In the absence of “proof” of the use of this or that equipment in medical practice – this method should be prohibited for use in health care institutions at the legislative level, if it is not possible to implement it at the permit level – the regulator of payment for rehabilitation services or the Ministry of Health should not deny the use these methods in treatment and rehabilitation.
– Payment for the provision of rehabilitation services should not be tied to calendar limits (7, 14, 21, 28 days), but should be for the actual period of stay in both inpatient and outpatient rehabilitation treatment.
